My name is Orla Scott and I am an accordionist and Lower Causeway busker from Victoria.
I am writing in regards to the Town of Comox’s recent refusal of Jon Cunningham’s request for a busking permit. I was very sorry to hear that his application was denied and I would like to urge the municipal council to reconsider its decision.
Over my four years of busking in downtown Victoria, I have had the pleasure of listening to many wonderful performances on the city’s streets.
Buskers and street performers are an important part of the city’s culture, and create a vibrant and diverse atmosphere for locals and tourists alike. While I understand that noise complaints are a valid concern, I believe that imposing stricter regulations on certain instruments depending on volume is a more effective alternative to a complete ban.
For example, in Victoria bagpipers must abide by stricter bylaws than other buskers. They have limited hours and are not permitted to perform in all locations.
Nevertheless, accommodations are made to ensure that they have a place to perform and share their music with the city.
In the case of accordionists in Comox, I believe similar regulations could be put in place, and that providing a suitable venue for accordion buskers would greatly benefit the town. If allowed to perform in a non-disruptive location, these musicians would contribute to the city’s character and ambience.
